Fortis IEP - Active Shooter Survival TrainingThe Department of Homeland Security (DHS) defines an active shooter as “an individual actively engaged in killing or attempting to kill people in a confined and populated area.” DHS further states that, “in most cases, active shooters use firearm(s) and there is no pattern or method to their selection of victims.” Most of these attacks occur in confined or highly populated areas and more often than not the assailant uses a firearm. Trying to make sense of individuals or groups that engage in senseless killing of innocent people is impossible. It is an event that can happen anywhere at anytime.

Previous Active Shooter incidents have occurred in retail establishments, corporate headquarters, schools, government and military facilities, and other locations where the general public gather.  The incident occurs so fast that law enforcement are unable to respond and intercede.  Because the lethal nature of these attacks takes place in a short period of time, security personnel and employees have to be prepared to recognize and respond, both mentally and physically, to an Active Shooter situation.

We are not without tools to prevent an Active Shooter incident from occurring.  There are often warning signs that employees or supervisors can recognize that indicate that someone is experiencing problems in their life.  Depression, anger, and increased usage or abuse of alcohol or drugs are indicators that an individual is experiencing problems that could lead to workplace violence such as an Active Shooter. Interdiction is the key here to get medical professionals and law enforcement involved to prevent the event from occurring.

For those situations where the assailant appears, and is not known to the victims, employees and staff need to be prepared on how to recognize and respond to the sound of gunfire or suspected gunfire of an Active Shooter.  The employees need to be able to not only initiate action to reduce the chances of themselves becoming a causality, they need to be able to direct the actions of guests, customers, or those with disabilities to save as many lives as possible.

In 2014, the Federal Bureau of Investigation released a study regarding Active Shooter incidents. Special Agent Katherine Schweit—who heads the FBI’s Active Shooter Initiative—stated she hopes the study “demonstrates the need not only for enhanced preparation on the part of law enforcement and other first responders, but also for civilians to be engaged in discussions and training on decisions they’d have to make in an active shooter situation.”  Employees need to understand how to respond to an Active Shooter and practice their individual plans in attempt to survive the incident.

FORTIS Investigation and Executive Protection’s staff of former law enforcement and security professionals have studied active shooter incidents and trained both corporate and security personnel, in recognizing and responding active shooter situations. We have trained hundreds of people and developed emergency action plans for facilities up to 200 personnel. Our registered nurse provides emergency medical training for active shooter situations as well as general medical incidents.
